The configs will be pushed via Panorama with variables to ensure IPs are not duplicated. It involves keeping them in the load balancer and disabling HA. I'm currently moving them to an Active/Active setup to make better use of the dormant firewall. The seconds delay is only caused by the Azure Health Probe which checks every 5 seconds, so worst case scenario I get 9 seconds downtime. I ended up putting them in a load balancer sandwich without the API and now the failover sequence is seconds. The actual firewall failover between Palos is seconds, it is Azure that causes the delay. Palo Alto say up to 3, but in testing I found it to be closer to 10. If you used the Azure API then the firewalls will call that API to move the secondary IP from firewall 1 to firewall 2 within the Azure network interfaces, this can take minutes. It depends on how you implemented the failover in Azure.
